General Meeting
April 15, 2025 at 4:00 pm.
Call to Order: President, Art Hogan, called to order the general meeting of the Woodbridge Senior Softball Council (WSSC) at 3:59 pm.
Roll Call: The following Council Members were in attendance: Art Hogan, John Munoz, Melba Starr, Sue Edmiston, Frances Ramos, Kay Kion, Ray Rothbardt, John Cawley, Mike Gard, and Tom Hower. Absent: Jim Anderson and Laurie Stillmaker. Also in attendance was Carol Collister and Kieth Loudermilk
Welcome & Announcements- Art Hogan - “All Council Members and Committee Chairs need to report to the Council about their activity throughout the year. Oral reports are expected at each meeting unless there is ACTION on the report, which then requires the report to be written, duplicated, and distributed to those in attendance at the meeting if not sent electronically prior to the meeting.”
Quorum: A quorum was established.
Procedures Parliamentarian: Keith Loudermilk read the procedures that limit 10 minutes to a single report, 15 minutes if the report has action; motion to be in effect for the 2025 council year. Changes to the allotted times may be made as needed with the majority vote of the council.
Approval of the Agenda with approval for the President to deviate: Art made the motion to approve the agenda and permission to go out of order. Kay Kion seconded. Motion passed.
Announcements – President- Art Hogan – The President or designee for the Woodbridge Senior Softball Club (WSSC) is the only official spokesperson to position matters. All official correspondence should be copied and mailed (including email) to the President and Vice President.
Old Business: WSSC will remain banking at Chase Bank and will not be moving their banking to Valley Strong Credit Union.
Council Member Reports:
President - Art Hogan – The Bylaws Committee is meeting on May 24, 2025 to finalize proposed changes which will be taken to the WSSC for approval.
Vice President – John Munoz – Redi-Mark was thanked for updating the banner with the sponsor that was accidently left off. Angelina’s Spaghetti House is a new sponsor, but was too late to add to the banner. They will be announced at each game. Angelina’s will offer a 20% discount for Del Web Woodbridge members upon presenting their badge when they eat at Angelina’s.
Secretary - Melba Starr – Nothing to report.
Treasurer – Frances Ramos – The balance at the end of March was $19,194.06 with $1,422.57 in expenditures. The Snack Shack sold $1,755.00 in the first three (3) days of the softball season. Credit Card sales are averaging $80.00.
Field Maintenance Manager – Mike Gard – The field is in good shape. Additional soil was added to the field and the moisture content is good.

We have a scoreboard! Tom Holden, Jeff McRae and Cory Scott got the scoreboard up and working last Friday night. The voltage (?) was too low so they increased it and now the lights are much brighter. We don’t need new bulbs. Last Saturday the announcer did a thank you at each game to Tom, Jeff and Cory. I baked and delivered cookies to each of them.

April schedule is working well. The first draft of the May schedule went to booth workers yesterday.
Snack Shack

Everything is going well in the Snack Shack.
•
Discussed a player from each morning game will help with set up at the Snack Shack (umbrellas and tables) and a player from each team from the last game will help with take down. Also, discussed the maintenance team could perform these functions.

Donuts now cost $11.98 a dozen but we have decided to keep the $1.00 price. Donuts were not a money maker and they bring people to the games.

They will purchase tamales for Cinco de Mayo and sell them on Saturday, May 3.
Carol Collister reported the April schedule is working well and the May schedule draft is complete. There are challenges with resources. Carol is getting to know her volunteers in the Snack Shack.

Diamond Gals Player Representative - Kay Kion – The Diamond Gals had a meeting in March discussing expectations, procedures and rules. Marsha Craig is the is the new Chairman for Co-Ed team. The coaches are Mario Rodriguez and Mary Long.
Silver Sluggers General Representative - Ray Rothbardt – The season has begun and is doing well. A few teams are hurting for players due to injuries and vacations. There have been no major disputes. Ray presented a motion from the Coaches Committee for WSSC to purchase a Juggs BP1 Pitching machine along with the transport cart and the pitching machine balls that are designed for it for approximately $2,600.00. The motion was tabled until the next meeting so a request to the HOA to purchase the machine can be made.
Silver Sluggers Players Representative - John Cawley – The orange team is low in the number of players due to injuries. The pool players will be heavily used.
Tournament Teams Representative – Tom Hower – The Northgate Tournament on May 3rd and 4th was cancelled.
New Business: No new business.
Announcement – The next WSSC Council meeting is scheduled for Tuesday, May 20, 2025 at 4:00 pm in the Clubhouse in the Oxford Room.

Council Member Reports:
Field Maintenance Manager – Mike Gard – James Shirron, Maintenance lead discussed the new scoreboard transformer. The wiring is different than the old one. He will be talking to the manufacturer on Friday along with an electrician to work out the correct procedure with the new board. James has a quote on new lights on the board trying to make the score brighter & hope to install them. Mike Gard said the field is in good shape. Softball teams are utilizing the field for practice. Vendor will be rolling and leveling the field at the end of March.
Vice President – John Munoz – A Motion was passed by an earlier email. The motion was “Redi-Mark is donating 1 sponsor banner to the club. Approval paying $168.24 for a second banner to be posted in the dugout and provided by Redi-Mark.” This motion was seconded by Art Hogan and passed.
John then made a motion “to approve the 2025 First Half Game Schedule”. Lauirie Stillmaker second. Motion passed unanimously.
Treasurer – Frances Ramos – The balance as of today is $20,316.63. The sponsors’ income is $3,000.00. Expenses include Diamond Gals’ balls $308.60, Silver Slugger balls $412.05 & Co-Ed balls $60.84. The cash box from the Snack Shack was discussed. Further talks with the Snack Shack leads will be held to work out the process.
Operation Manager– Sue Edmiston – See attached report. Sue emailed a motion “To schedule Opening Day for the 2025 WSSC season to begin on Saturday April 5th.” Motion was approved by council by email vote.
Sue also reminded the coaches of the need to install and remove umbrellas at the snack shack for every game. Ray Rothbardt and Laurie Stillmaker will send out an email to the coaches to set up a schedule.
Head Umpire - Jim Anderson – The umpire schedule has been completed for the first half of the season. There are 13 umpires, and the schedule will not always have 4 umpires at the games. At times the umpire will have to watch 2 bases. There will not be new shirts for the umpires this year. Next Thursday there will be instructions regarding the umpires’ positioning.
Diamond Gals General Representative – Laurie Stillmaker – Laurie reported there are 47 players signed up this year. Some have been injured, which will keep them on the sidelines, but they plan on returning. The Diamond Gals are practicing on Saturday and Mondays. Laurie will have a gathering at her house for the players on March 23rd to go over rules and any questions they may have.
Co-Ed game planned for June 9th with The City of Manteca. New Chairman for the Co-Ed team is Marsha Craig.
Diamond Gals Player Representative - Kay Kion – Absent. Laurie reported that Kay is ordering shirts for the new players and hats if they want to buy them.
Silver Sluggers General Representative - Ray Rothbardt – Players have been selected for the Silver Slugger’s teams. Champo & Baden balls have been purchased. All the softball equipment is in the electrical room for now.
Silver Sluggers Players Representative - John Cawley – John will purchase the home matt, but it will have to be custom made. It will be here by Opening Day.
Tournament Teams Representative – Tom Hower – Tom said March Madness is this week at Field of Dreams in Manteca. The Wildcats are in good shape for the tournament. Shirts for Wildcats were under budget.
Secretary - Melba Starr – absent
President - Art Hogan – Redlining By-Laws- Art Hogan will serve as Chairman. The committee met and Ray Rothbardt will send out an updated redline copy for the committee to review. The proposal for the year starting 2026 is that three (3) positions will be eliminated, Tournament Team Representative, Silver Sluggers Player Representative and Diamond Gals Player Representative. The Booth and Snack Shack will be separated and the WSSC Council will change from 12 members to 10. Charitable Donation description needs to be addressed and added to the By-Laws. Art also mentioned updating the discipline procedures in the new By-Laws. When By-Laws are completed, they will need the approval of the WSSC Membership as well as WOA approval.
Question: There was a discussion of the use of the Snack Shack by individuals. Further clarification is needed.
Committee Reports:
Banquet Committee – Julie Verduzco, Chairperson Banquet to be held on October 3, 2025, was not present.
Opening Day: Polly Smith made Opening Day Committee report. April 5th is the date set for Opening Day. The committee has everything ready.
Announcement – The next WSSC Council Meeting is scheduled for Tuesday,
April 15, 2025, at 4:00 pm in the Clubhouse Oxford Room.

Council Member Reports:
President - Art Hogan – Softball equipment will remain in the electric room and the items will be reviewed and organized this week.
Vice President – John Munoz – John presented donations from several businesses totaling $2,700. The business names will be placed on the poster which is hung at each dugout at each game.
Secretary - Melba Starr – As of today, the following number of applications have been received; 84 WSSC members, 33 Diamond Gals, 35 Silver Sluggers, 12 Umpires, 12 Snack Shack, 3 BBQers, 16 Booth and 2 Field Maintenance.
Treasurer – Frances Ramos – The balance as of today is $18,378.12. The status regarding WSSC’s bank account with Chase Bank was reported and issues with the account. A motion was presented to the WSSC Council to close the WSSC bank account at Chase Bank and open a new Association bank account of the WOA for the WSSC Charter Club at Valley Strong Credit Union. The following WSSC Council positions are authorized to sign on the account: President, Vice President, Treasurer and Operation Manager. Currently, the individuals holding those positions are Art Hogan-President, John Munoz-Vice President, Frances Ramos-Treasurer and Sue Edmiston-Operations Manager. The motion was seconded by Laurie Stillmaker. The Council voted unanimously approving the motion.
In addition, a motion was presented to the WSSC Council to approve the 2025 WSSC Budget. The motion was seconded by Jim Anderson. The Council voted unanimously approving the motion.
Field Maintenance Manager – Mike Gard – The field is in good shape. Softball teams are utilizing the field for practice. Vendor will be rolling and leveling the field.
Operation Manager – Sue Edmiston – Volunteers are needed for the Snack Shack and BBQ. John Munoz will be attending coaches meeting to recruit BBQ volunteers. The menu and duties of the Snack Shack will be reviewed and reorganized. The credit card option at the Snack Shack may be discontinued. Snack Shack and Booth operations are being reviewed and changing who they report to.
Head Umpire - Jim Anderson – Jim presented to the Council the following five new WSSC Silver Slugger rules that were approved by the Rules Committee and required to be voted on by the Council.
1) A pool player will only be able to advance as far as a double on any of their hits. If a pool player touches third base, they will be declared out. Approved unanimously by the Council.
2) All games will be played seven innings with every batter starting with a one and one count. Approved unanimously by the Council.
3) Buck Short must start 25’ behind the end of dirt on the infield. They can come in, to field a ball, after the batter makes contact. A second line will be made in the outfield for this. This will be called the Buck Short Line. Approved unanimously by the Council.
4) When a team only fields ten players, one outfielder will be allowed to move inside the 170’ line. That fielder must stay behind the Buck Short Line until the batter makes contact. Approved unanimously by the Council.
5) Pool players cannot be used as courtesy runners. Approved unanimously by the Council.
Diamond Gals General Representative – Laurie Stillmaker – Diamond Gals have several new players, practice is on Wednesdays 1:30-3:00 pm, there are more pitchers this year and ordered new softballs by Champro. New Chairman for the Co-Ed team is being recruited.
Diamond Gals Player Representative - Kay Kion – Absent.
Silver Sluggers General Representative- Ray Rothbardt – 2025 WSSC registration has begun and ends February 15th. New softballs were purchased for 2025 softball season. Sandlot softball will be played on Wednesdays and Saturdays starting February 5th at 10:00 am. Players must have signed the Liability Waiver document to play and Diamond Gals will be welcome to join. A motion was presented to the Council to purchase hats for all Silver Sluggers players in the amount not to exceed $700. The motion was seconded by John Munoz. The motion was unanimously disapproved by the Council.
Silver Sluggers Players Representative - John Cawley – John volunteered to research the replacement of homeplate mats.
Tournament Teams Representative – Tom Hower – Tom is recruiting players for the Wildcat softball team.
Committee Reports:
Banquet Committee – Julie Verduzco, Chairperson, was absent and Melba Starr reported for her that the 2025 WSSC Banquet will be held on Friday, October 3, 2025.
New Business: Postponing Opening Day from the first Saturday in April to the second Saturday in April. New committee created to change the By Laws. Art Hogan will serve as Chairman and the committee members will consist of John Cawley, Polly Smith, and Linda Pace.
Announcement – The next WSSC Council meeting is scheduled for Tuesday, February 18, 2025 at 4:00 pm in the Clubhouse in the Oxford Room.

President - Art Hogan – October will be the last WSSC meeting of the season and the new members should attend. Sue Edmiston is retiring this year from Chairman of the Hall of Fame Committee and she was thanked for her service. The outgoing Council Members were thanked for their service.
Vice President - Polly Smith – Nothing to report.
Secretary - Melba Starr – Nothing to report.
Treasurer – Rick Bachman – The balance as of today is $16,003.84. The credit card machine at the Snack Shack is a great success and 12% of sales are purchased with credit cards. The budget is healthy. The budget meeting will be held in December 2024.
Field Maintenance Manager – Mark Victoria – There are problems with dry spots on the field and they are being addressed.
Operation Manager – Sue Edmiston – Nothing to report.
Snack Shack – Denise Barta – There may be an excess number of hot dogs at the end of the season due to a decrease in hot dog sales this year.
Head Umpire - Jim Anderson – The new peel off rule is working well on second base. Ten new shirts will be requested for Umpires.
Diamond Gals General Representative – Mary Long – The Diamond Gals club is running well. The coaches are doing a great job.
Diamond Gals Player Representative - Kay Kion – Nothing to report.
Silver Sluggers General Representative - Ray Rothbardt – Nothing to report.
Silver Sluggers Players Representative - John Cawley – Due to player absences for various reasons it has been hard to fill teams. However, no games have been cancelled.
Tournament Teams Representative – Tom Hower – There is a Wildcats tournament on August 29th and 30th, Hot August Nights. It will impact the Silver Slugger games on Wednesday, August 30th. The Golf tournament on August 24th and 25th will not impact the Silver Sluggers games on Saturday, August 24th.
Committee Reports:
Banquet Committee - Polly reported on the Banquet Committee. The Banquet will be held on October 18, 2024 from 5:00 pm to 8:45 pm. The theme is Fiesta. Tickets will be $20.00 each and will be selling them September 13th - 28th. The DJ will be Greg Wallace. Fliers will be distributed soon to all members.
Nominating Election Committee (NEC) – Polly reported the candidate’s applications are due to the committee by August 21st, 2024. The Election Meeting for membership will be held on September 5th, 2024 in the Multipurpose Room of the Clubhouse at 6:00 pm.
New Business: No new business.
Announcement – The next WSSC Council meeting is scheduled on Tuesday, September 17th at 4:00 pm in the Clubhouse Oxford Room.
